Here's the answer:
53rd floor of 20 Exchange Place. It's a 1931 tower which competed with the Chrysler Building to be the tallest skyscraper in New York. Then the City Bank Farmers Trust ran out of money and didn't put a pyramid top on, so the Chrysler Building won. Of course a year later, the Empire State building creamed them all.
Incidentally, I think the World Trade Center would have been in the right of this photo.
City Bank Farmers Trust eventually became Citibank. They moved out of 20 Exchange Place quite a while back.
